The Canadian government has introduced new Temporary Foreign Worker (TFW) Program changes, effective September 26, 2024. These measures aim to reduce reliance on temporary workers and prioritize Canadian talent:

Key Changes:

  • Limits on hiring temporary workers in regions with 6%+ unemployment.
  • A 10% cap on Low-Wage stream workers in the workforce.
  • Reduced work permit duration for Low-Wage stream workers to one year (from two years).

Exceptions will be granted for seasonal and non-seasonal jobs in food security sectors (primary agriculture, food processing and fish processing), as well as construction and healthcare.

Recommendations for Employers:

  • Adapt your hiring strategy: Focus on recruiting local talent, especially in high-unemployment regions.
  • Leverage other immigration programs: Explore pathways like the Express Entry system and Francophone Mobility Program to attract and maintain skilled workers.
  • Plan for compliance: Ensure your workforce aligns with the new limits to avoid disruptions.
